  16. <p>Newly found snapshots add a sordid chapter to the Navy sex
  17. scandal

  19. <p>     Announcements and a major reorganization plan, the scandal
  20. bobbed right back to the surface. Investigators in San Diego
  21. discovered a cache of several rolls of film that showed the
  22. manhandling of a 17-year-old girl who was partly disrobed by a
  23. corridorful of rowdy Navy and Marine aviators at the 1991
  24. Tailhook Association convention in the Las Vegas Hilton Hotel.
  25. The snapshots detail an episode in which the hopelessly
  26. inebriated teenager staggers down the hall while drunken
  27. officers tear off parts of her clothing. A hotel guard finally
  28. leads the girl away as a Navy officer zestfully waves her jeans
  29. and panties.

  31. <p>     Possibly even more embarrassing to the Navy was a
  32. videotape record of one of the Tailhook workshops that took
  33. place two hours earlier that same day, in which senior Navy
  34. brass--including Chief of Naval Operations Frank Kelso and
  35. former Navy Secretary H. Lawrence Garrett III--sat by as Navy
  36. officers jeered the idea of women in combat. "By not taking a
  37. stand at this moment, these gentlemen created an atmosphere
  38. conducive to what happened afterward," said a Navy officer who
  39. witnessed the incident.
